The Foundation for Rural Education and Development (FRED) is a 501 (c)(3) charitable foundation located in Washington, D.C. and affiliated with the Organization for the Promotion and Advancement of Small Telecommunications Companies (OPASTCO). FRED's mission is to promote activities that improve rural educational, social and economic conditions. Find out more in our About Us section.

Ethyl Grants ,The Ethyl Grant program provides matching grants to OPASTCO member telephone companies that are involved with projects aimed at bettering their communities. The grants, ranging from $500 - $2,500 are awarded on a rolling basis. An estimated $10,000 in funding is available in 2008.
